Diabetes Patients and FDA Double Speak

I love some of the conclusions we see coming from the FDA.  The FDA is doing a 10 year epidemiological study on the safety of a diabetes medication, Actos. At the 5 year point of the study the FDA is "informing the public that use of the diabetes medication Actos for more than 1 year may be associated with an increase risk of bladder cancer."

Here comes the double speak, "The 5-year results showed that although there was no overall increased risk of bladder cancer with (Actose) use, an increased risk of bladder cancer was noted among patients with the longest exposure to (Actose), and in those exposed to the highest cumulative dose of (Actose)."

So which is it? Causes cancer or doesn't? If it was significant enough to issue a warning half way through the 10 year study then how can they say "no overall increased risk?"
